The Ministry of Culture (MoC) now requires social media content creators engaging in public relations (PR) activities, paid promotions, and advertising to obtain a license and pay associated fees. The ministry has introduced this requirement through a guide titled "License Request To Operate Advertising and Public Relations Activity" on its website, specifically targeting private companies.  

Legally registered content creators are classified as 'Personal Advertisers' under the law. To obtain this status, a QAR 25,000 license fee is required, which needs to be renewed annually. Subsequent annual renewals are subject to a fee of QAR 10,000 after the initial year.  

The user guide available on the MoC's website clarifies that individual Qatari nationals are eligible to apply for a license independently. For non-Qatari individuals or agencies, the process must be carried out through institutions or sponsors. 

The service is applicable for content creators who promote specific goods and services, advertise campaigns, and manage public relations activities. It includes such personal agencies and Qatari nationals.  

This new development is a step by Qatar towards the legalization of social media content and its corresponding payments.
